Depending on which culture you started with, the spy will be different each time. Mount & Blade II: Bannerlord's Stop Conspiracy quest triggers after you've chosen a side in the Dragon Banner quest, being accompanied by either the Istiana’s Plan or Arzagos’s Conspiracy quest, depending on which side you're on.
